Why Change... Why Now?
Because the way we're doing it today isn't working - period. In the more than 20 years since the advent of the Project Management Institute the percentage of projects that can be classified as being successful has doubled according to Standish Group's Chaos Reports. This sounds impressive until you realize that the starting point for this dramatic improvement, 20 years ago, was a success rate of about 16%. So, after 20 years of steady progress, we've clawed our way to a little over 32% rate of success.
Please don't think I'm making light of this situation because, according to some studies, this costs businesses hundreds of billions of dollars every year. Furthermore, according to the latest Chaos Report, for the first time our success rate is starting to slip.
The approach of Project Portfolio Excellence is to acknowledge that projects are complicated and difficult to predict, and that there are many hard-to-foresee circumstances that can derail the best intended initiatives, and wipe out expected benefits in the blink of an eye. Therefore, instead of weighting our project funding decisions so heavily on what we imagine the ROI will be, we should place greater emphasis on choosing the projects that have the greatest chance for success.
It doesn't matter how sizable the ROI is for a project that has no chance of successful completion.
